Strengthening the institutional capacity in the area of fighting corruption
I. DESCRIPTION OF THE COOPERATION PROGRAMME
Second Swiss contribution to European Union member states
Through the second Swiss contribution, Romania benefits from CHF 221.5 million, a budget allocated to further strengthening political, economic, and cultural ties between Switzerland and EU Member States.
The common concern has been and remains the multiplier effect of projects, in particular the establishment of a model in the context of local interventions. In Romania's case, the cooperation programme will focus on programs in the social field, with an emphasis on rural and underdeveloped areas, as well as in the fields of education and research, SME stimulation, public safety and security, health, sustainable development, and energy efficiency.

Public safety and security programme (Justice)
The Public Security and Safety Programme (Justice), funded by the Swiss-Romanian Cooperation Programme, aims to strengthen the capacity of the judiciary to effectively combat crime and uphold the rule of law, focusing on two thematic areas, namely:
1. Combating organized crime, corruption, and financial crime, as well as supporting the recovery of proceeds of crime;
2. Improving and strengthening a child-friendly justice system.
The programme benefits from non-reimbursable financial assistance from the Swiss Federal Council in the amount of CHF 10,000,000 (85%), to which is added national co-financing in the amount of approximately CHF 1,764,706 (15%), with an estimated implementation period of 42 months.
The Ministry of Justice is the Programme Operator.
II. PRESENTATION OF PROGRAMME COMPONENT NO. 2
Programme component no. 2 is one of the five components funded by the Public Security and Safety (Justice) Programme within the Swiss-Romanian Cooperation Programme.

GENERAL OBJECTIVE OF PROGRAMME COMPONENT NO. 2:
The objective is to strengthen institutional capacity in the field of investigating corruption offences through specialized training activities and sessions dedicated to soft skills development, as well as by supporting the investigators with computer search tools designed to increase the efficiency and effectiveness of the investigation process.
EXPECTED RESULTS:
Result 1 – Staff trained in the fight against corruption and in non-technical areas (soft skills).
Result 2 – Conducting a technical upgrade for supporting the Public Ministry’s capacity of processing electronic evidence and conducting digital forensic analysis within investigations of corruption cases.
ACTIVITIES:
2 train-the-trainers sessions in the field of investigating corruption offenses.
27 professional training sessions in the field of investigating corruption offenses.
3 e-learning modules in the field of investigating corruption offenses.
25 professional training sessions in soft skills areas, such as interpersonal skills development, occupational stress management, etc.
5 international study visits to observe and adopt good practices in the fight against corruption.
Acquisition of technology to support digital investigations.
TARGET GROUPS: prosecutors, judges, police officers, specialists, and other categories of personnel
IMPLEMENTATION PERIOD: May 28, 2025 - April 20, 2028
FINANCING: The eligible value of the contract is CHF 2,000,000, equivalent to RON 10,432,600, of which 85% is the Swiss contribution and 15% is national co-financing.
